In the spring of 2013, the Ontario government promised that it would reduce average car insurance rates by 15% in two years. The reduction in the rates will be driven by a reduction in the cost of claims. The cost of claims has been roughly ten times higher in Ontario than in the other provinces in recent years. The main issue cited by government officials for the higher cost in claims is the perceived amount of fraud that is occurring in Ontario and, by eliminating fraud, they could pass off savings of 15% to car insurance consumers.
